1983 1984 vender Plates 78 are smaller than regular plates, they are 4'' x 8'', metal, painted both sides, embossed / stamped lettering. Made of steel. This is in new condition and was never issued or used. There were scratches on the steel plates before they were painted, this is how they were made. You can only see them when held at an angle. There is no paint loss. Very hard to find these, especially in pairs.
